When low-voltage bids arrive as different-looking proposals, price alone can hide the real differences. One integrator may include drawings, device locations, rack planning, keypad coordination, and commissioning records. Another may be pricing only cable pulls and hardware allowances.
Before rough-in, builders need a bid comparison matrix. The goal is not to force every bidder into the same brand package. It is to make each bidder answer the same construction questions in writing, so the owner, architect, electrician, lighting designer, millworker, and integrator know what is included, what is by others, and what still needs approval.

The Builder's Low-Voltage Bid Matrix
Use one worksheet for every proposal. If a bidder leaves a cell blank, treat it as unresolved scope rather than a harmless detail.

CEDIA describes standards and recommended practices as tools for defining design, installation, and performance expectations in home automation. That is the right frame for bid comparison: the builder is not only buying devices, but also a documented process for getting those devices designed, installed, tested, and supported.
Coordination Items That Change the Bid
Keypads are a good example of why a low-voltage proposal must talk to the electrical drawings. Crestron's Horizon 2 installation documentation includes details for electrical boxes, multi-gang alignment, decorator faceplates, proper device orientation, and derating requirements for certain multi-gang dimmer installations. A builder does not need to memorize those product details, but the bid should make clear who coordinates box type, gang count, faceplate selection, load assumptions, and final alignment.
Shade planning creates a similar issue. A proposal that says "motorized shades included" is not complete enough for construction. It should define pocket conditions, wiring or power assumptions, fascia expectations, fabric approval timing, and whether the integrator is supplying the shade system or coordinating with a separate shade vendor.
Network power also needs to be explicit. If cameras, access points, touchscreens, intercoms, or other devices depend on PoE, the bid should show where that power originates, which switches are assumed, where those switches live, and how device counts are documented. Otherwise, the electrical set, millwork plan, and rack plan can drift apart.
Questions to Resolve Before Award
Before awarding the low-voltage package, ask each bidder these questions:
- What drawings and submittals will be issued before rough-in?
- Which decisions must be approved before framing closes?
- Who owns electrical power, backboxes, conduits, sleeves, blocking, shade pockets, and finish coordination?
- How are changes handled after the proposal is accepted?
- What equipment-space and network assumptions are included in the price?
- What exactly is excluded?
- What commissioning records and owner handoff materials will be delivered?
- What support options are available after move-in?
