Smart Home, Lighting & AV on the Costa Smeralda.
Villas built to disappear into the granite under a consortium whose architecture committee rules on exterior lighting, antennas, generators, and air conditioners, in a village with a few hundred winter residents and a marina of 700 berths. The Costa Smeralda wants a system approved by the Comitato and running when nobody is there.
Costa Smeralda, Specifically
Approved by the Comitato, Running in Winter.
Membership in the Consorzio Costa Smeralda is compulsory for anyone who buys an apartment, villa, or land, and it binds owners to the Consortium's building regulation. The Comitato di Architettura must review and approve any work including exterior lighting, radio and television antennas, lightning rods, and awnings before installation; the regulation lists power generators, air conditioners, and accessory equipment among the works to be safeguarded, requires a technical report on the power needed before works proceed, and allows individual television antennas only on isolated villas, with placement approved.
Porto Cervo has a few hundred permanent residents; Arzachena, its municipality, has about 14,000 winter residents and as many tourist beds, so the population multiplies in summer. The marina holds roughly 700 berths for vessels up to 120 to 160 meters with power and water at each, the Consorzio brought fiber to Porto Cervo's consortium areas, and the Gallura grid suffered repeated blackouts in the 2026 heatwaves.
01 · The Comitato
Approved Before It Is Ordered
Exterior lighting, antennas, generators, condensers, and awnings all go to the Comitato di Architettura. We prepare the technology drawings and the power report the regulation asks for, so the committee reviews a plan, and keep the equipment inside the villa.
02 · Winter
Running When Nobody Is There
A villa used in July and left until June needs a system that reports in. Cave Watch monitors the network, control, and lighting remotely, the rack sits on battery with a second connection, and the house opens from the app the day before the family lands.
03 · Power
Blackouts in August
The Gallura grid failed repeatedly in the 2026 heatwaves. The contract is sized above Italy's 3-kilowatt default, the rack is on battery, and any generator goes through the Comitato and Italy's acoustic limits.
At a Glance
Costa Smeralda in brief.
- The Consorzio
- Membership in the Consorzio Costa Smeralda is compulsory for anyone who buys an apartment, villa, or land in the area, binding owners to the Consortium's building regulations; the villas were built under strict landscape guidelines enforced by a dedicated architectural committee and designed to blend into the natural surroundings.
- Exterior works
- The Comitato di Architettura must review and approve any work including exterior lighting, radio and TV antennas, lightning rods, and awnings before installation; the building regulation lists power generators, air conditioners, and accessory equipment among the works to be safeguarded, subjects mobile-phone and satellite equipment that affects the exterior to prior review, and allows individual TV antennas only on isolated villas, with placement approved.
- Power planning
- The Consorzio's electrical distribution article requires a technical report establishing the power needed and the distribution criteria and available power per user before works proceed; Italy's DM 37/2008 requires installations in homes over 400 square meters or with more than 6 kilowatts to be designed by a licensed professional and certified with a declaration of conformity.
- Season
- Porto Cervo has only a few hundred permanent residents; Arzachena has about 14,000 winter residents and an equal number of tourist-accommodation beds, so the population multiplies in the summer high season.
- The marina
- Marina di Porto Cervo offers roughly 700 berths for vessels up to about 120 to 160 meters, with electricity and water at each berth.
- Internet
- The Consorzio, through Siportal, rolled out fiber-to-the-home infrastructure across Porto Cervo's consortium areas, including the Promenade du Port and the major residence buildings.
- Electric service
- In 2026 the Gallura region was repeatedly hit by blackouts during summer heatwaves as air-conditioning demand strained the Enel and E-Distribuzione grid, prompting regional authorities to demand a structural reinforcement plan.

Costa Smeralda, Answered
Who installs Lutron and Crestron systems on the Costa Smeralda?+–
Cave Group does. We are a Crestron Elite Gold Partner and Lutron Gold Dealer with European operations in Warsaw, and we design, install, and service lighting control, shades, cinema, outdoor audio, networking, security, and backup power for villas in and around Porto Cervo, with qualified Italian electrical firms executing under DM 37/08.
Will the Consorzio review our outdoor lighting and cameras?+–
Yes. The Comitato di Architettura approves exterior lighting, antennas, lightning rods, and awnings before installation, and the building regulation lists generators, air conditioners, and accessory equipment among the works to be safeguarded, with a power report required before works proceed. We prepare the drawings and the report for the submission and keep the equipment inside the villa.
How do you keep the villa running from October to June?+–
With monitoring and redundancy. Cave Watch watches the network, the control system, audio-video, and lighting remotely and fixes most faults without a visit; the rack sits on battery with a second internet path, and the house can be opened, cooled, and lit from the app before you arrive. Porto Cervo has a few hundred residents in winter, so the system has to report in on its own.
What about the 3-kilowatt meter and the August blackouts?+–
Italy's standard residential contract is 3 kilowatts, with about 3.3 available, and exceeding it trips the meter and cuts the whole house. A villa with cinema, climate, a pool, and charging needs a higher contract, which Enel supplies in stages up to 30 kilowatts at roughly €25 a year per kilowatt, and a battery-backed rack so the network and the control system ride through a trip or an outage. A generator counts as a fixed noise source under Law 447/1995, even in standby, so it is sited and enclosed for the acoustic limits.
Who is licensed to do what in Italy?+–
Italy's Ministerial Decree 37/2008. Electrical work is done by a firm qualified under Lettera A, antenna, data, and signal distribution under Lettera B, each registered with the Chamber of Commerce with a named technical manager, and every installation ends with a Dichiarazione di Conformità. Homes over 400 square meters or with more than 6 kilowatts of contracted power need the installation designed by a licensed professional. We design, program, and commission; the qualified Italian firm executes and certifies.
